This sleepy island, just off Japan’s main southern island, Kyushu, has recently come under unaccustomed national media attention for a very different reason: it invented its own version of work-sharing four decades before the current economic crisis popularized the term. Under Hime’s system, village employees earn about a third less pay than public servants elsewhere in Japan, though they work the same hours. This has allowed the village to create more jobs: it now directly or indirectly employs a fifth of all working islanders. Most of the rest are engaged in fishing, also government-subsidized. In fact, village officials say, there are few fully private-sector jobs on the island. ... the current mayor, Akio Fujimoto, flatly rejects the North Korean comparison. Rather, he and most other islanders call Hime a repository for traditional Japanese values, like economic egalitarianism and social harmony. They say the rest of the nation has lost these in an embrace of more competitive capitalism, especially under the prime ministership of Junichiro Koizumi from 2001-6. “Our thinking is, ‘let’s all share the economic pie and get along, instead of giving all of it to the rich,’ ” said Mr. Fujimoto, whose father, Kumao Fujimoto, devised the work-sharing system in the 1960s. “Avoiding competition is the traditional Japanese way.” Now, with the current crisis causing a national questioning of American-style laissez-faire economics, and business leaders and unions seeking alternatives to widespread job cuts, Hime’s work-sharing scheme is suddenly being held up as a new model. Islanders call it ironic that the current crisis has made traditional values appear progressive, even utopian.
The first celebration of Earth Day, on April 22, 1970, was a raucously exuberant affair. In New York, Fifth Avenue was closed to traffic. People picnicked on the sidewalk; dead fish were dragged through midtown; and Governor Nelson Rockefeller rode a bicycle across Prospect Park. Students in Richmond, Virginia, handed out bags of dirt (to represent the “good earth”); demonstrators in Washington poured oil onto the sidewalk in front of the Interior Department (to protest recent oil spills); and in Bloomington, Indiana, women dressed as witches threw birth-control pills into the crowd (no one was quite sure why). All told, some twenty million Americans took part—far more than the man who thought up the occasion, Senator Gaylord Nelson, Democrat of Wisconsin, had expected. “That was the remarkable thing about Earth Day,” Nelson later said. “It organized itself.” ... Three months afterward, [President Nixon] created the Environmental Protection Agency and the National Oceanic and Atmospheric Administration, and five months after that he signed the Clean Air Act. The Clean Water Act, the Pesticide Control Act, the Endangered Species Act, and the Safe Drinking Water Act all became law by the end of 1974. Since the mid-nineteen-seventies, the nation’s environmental agenda—to the extent that it has had one—has consisted mainly of trying to defend these early achievements. ... To do something meaningful about global warming will require legislation even more far-reaching than the Clean Water Act and the Endangered Species Act, and recently there have been encouraging signs that Congress and the White House understand this. ... This week, when Earth Day turns thirty-nine, the New York City Department of Parks and Recreation will plant trees. The Interior Department will host a fair in Washington’s Rawlins Park, and in Bloomington volunteers will teach sixth graders about karsts and creeks. As perhaps befits a middle-aged celebration, these are all eminently reasonable activities. But Earth Day has lost its edge and, with that, the sense that a different world is possible. Even more than in 1970, what’s needed now is an outpouring that organizes itself—with millions of people and, for good measure, some stinky dead fish in the streets.

The conservatives were one of the first governments anywhere to lose office because of the global financial crisis, and it seemed clear Saturday that voters in this country of 320,000 were imposing a further reckoning. The Independent Party has been blamed for a perceived complicity in the banks’ accumulating unsustainable, multibillion debts, and their partnership with a group of freewheeling Icelandic entrepreneurs known as the “New Vikings.” Six months after the banks collapsed and three of the largest were nationalized, the grim consequences are only now becoming fully understood after months of forensic work by financial experts.
Although Chairman Mao continues to be revered here as the visionary who founded the country and transformed it into a world power, the Communist Party has broken from many of his ideals through market-based reforms over the past three decades. Not everyone has been supportive of this shift, and a nostalgia for the old days has increased amid the global financial crisis. The most influential critics, known collectively as the New Left, are not like the dissidents or political exiles of a previous generation. ... In a country where the state is often quick to crush criticism, Communist officials have tolerated the New Left, which is just one part of a broader phenomenon of emboldened Chinese questioning officials and speaking out about the failings of their government. In what commentators have called a "patriotic movement," ordinary citizens, or "laobaixing," are increasingly seeking to find a way to participate in government in order to improve it: to educate themselves about policymaking, to influence legislation and to increase transparency and accountability. |
